Who's to blame fot the Uzbekistan situation?

People (including women and children) are shot by officials for protesting against a corrupt dictatorship. But where does the blame lie?

Solely at the feet of its governing officials, or the larger corporation pulling the strings.

America have promoted this dictatorship by removing any political competition to encouage stability. Why? So they can continue to operate safely and keep a military presence (bases) in the region.

Being ruled by an iron fist; surely you guys are getting an idea of how that feels, living under Bush (a well disguised dictator.) Please express you're opinions.
