Question #1: Why is it so tough to make a choice?
Depends on the choice. I'm going to assume that you're talking about a life-changing choice, or just a choice of great magnitude. Usually, in situations like these, it's because so much rides on what you do. For instance, in a life-changing choice. Well, just the name should tell you why that would be difficult.
Question #2: Why is it always uncertain that the choice you've made is correct?
Well, one can only hope that they won't "always" be uncertain about the choices they've made. In time, and in your heart, you should be able to know what the right decision is.
Question #3: Has anybody here made the wrong choice and repented later?
It would depend on the choice. Sometimes, making a decision is irrevocable. Sometimes, you can easily change our mind. Of course, those decisions are usually the decisions that are easy to make, and don't have much riding on them.
Everyone has made a wrong decision. Depending on the circumstances, you can go back and apologize, and "repent," but sometimes, a decision done can cause more damage, or good, than can be repaired, or sustained.
