any computer whizzes?

i live in jamaica and if you watch the news, a hurricane just bafrely missed us but we still got a few power outages. anyway, my dad was playing the good computer during the storm and the power went out and now it's really messed up.
when we turn it on, it looks like it's going to start up but then goes to this one screen that says it wasnt started up properly and it gives you various options: safe mode a few others and to start it up regularly. When you pick safe mode, it just belches out a list of nonesense and stays there. When you pick regularly, it goes to the windows XP starting screen, loads one and a half times then starts the whole process over again. We have a lot on this computer that we would like to keep. Anyone have any ideas?

If you can't log in as safe mode, I think you'll need to reformat it.
OR
You can load your window with XP's cd, and choose repair. It will repair all your window's files.

will i lose everything (eg. word files, pics) with the repair option?

ok i'm using the reboot disc but the computer isnt reading it...

I don't think you will lose your pics. Because it only repairs your windows files.

Did you set you comp to boot with the CD? ( You need to do that in you BIOS)

Ok forgive my computer ignorance because i really have no skills in this area, but what is this BIOS? We tried to enter Safe Mode with Command Prompt but it came up with only a list of nonesense and restarted the computer.

it's fairly new.... maybe less than a year... it was made by a very small company so it doesnt have a name brand i could tell you
