Cant upload pics for profile

Why? And what should I do?

PnQ states:
"Images should be in JPG or GIF format and not bigger than 130x150 pixels and 20Kb1

I know it's hard to shrink the pic or get it just right to be accepted. What I usually do is save the pic then go to:

http://www.shrinkpictures.com/create-avatar/

where you can specify the exact size.

I think you have to be here a certain amount of time to upload a pic. My picture meets all the sites rules and it won't let me upload

The best website that I have used to resize my pictures is

www.picresize.com

Once you upload your picture to the site, choose custom size and put 130 Width and 150 height. Then where it says max file size put 20 kilobytes.

I had a struggle on uploading pictures too... .-.
