going in circles

why do to tend to go in circles?
When we learn knowledge we don't apply it we don't learn, we don't do things differently
we just keep going in circles
why is this?
Is it because it's hard to deny self?
Is it just hard?
Or have we just learn to follow our emotions so much that when logic/wisdom speaks we don't comprehend the weight of the matter?
in other words I do want I don't want to and the thing that I want to I don't do them
why?
