To ensure a problem is unsolvable - invent it.
Feed people loads of trivia that is preferably inaccurate, or at least irrelevant.
Keep all the real information hidden or obscured.
If you absolutely must reveal the truth, release it in a highly processed, sanitized concoction.
1 part lie to 2 parts truth generally works-
Stir well and adjust according to taste.

Hype up perpetual, meaningless sporting events.
This has the dual purpose of keeping them occupied, and also encouraging tribalism.
A divided population is a conquered population.
To exacerbate these sentiments, blame every problem on a particular race, culture, creed or class.
No nation feels complete without a scapegoat.
Continue to repeat that they have no power, let alone the right to run their own lives.
Pass laws to make sure the grunts are encumbered as much as possible, and take half their money to make certain of the fact.
Remind them it is all for their own good - ALL FOR FREEDOM.
Keep them insecure and tell them that only the important men at the top have the power to protect them, provide for them, inform them, heal them...
