At what point do you start saying you are older...

Hey everyone, okay I'm 15 i'll be 16 in October and the other day I met a few guys that said they were 15 and 16, but it turned out they were actually 14 and 15 they just said they were older cuz they will be in October...

so at what point, like how many months before your birthday, do you start saying you're a year older?
